Two families cover two needs. Internal assistants serve your staff: Microsoft 365 Copilot if you run Microsoft 365 ($18 per user per month billed annually until 31 December 2026), Gemini on Google Workspace (from €6.12 excl. VAT), Mistral Vibe if you want your data in the EU by default. Customer chatbots answer on your website: Fin (formerly Intercom) charges from $0.99 per outcome, Zendesk includes AI agents in every plan, and Crisp, based in Nantes, offers a free plan and AI from $45 per month.

The best pick for each situation, with the fact behind it:

  • Writing and document analysis: Claude Team, $20 per seat per month billed annually. Data from the Claude apps is stored in the US.
  • General assistant with European residency: ChatGPT Enterprise, for which OpenAI says it offers data residency in Europe.
  • Company on Microsoft 365: Copilot Business, for organisations of up to 300 users with an eligible Microsoft 365 licence.
  • EU hosting by default: Mistral Vibe, whose Enterprise plan can also run on premises.

Method

How this comparison was checked

Every tool was checked against the same criteria on 13 September 2026:

  • Prices, read on the vendor's pricing page, in the currency shown (dollars or euros) and marked excl. VAT where the page says so. Where a page could not be read, or the monthly or annual basis stayed unclear, no price is given and the entry links to the pricing page.
  • Data hosting, read in the vendor's documentation. Where only an excerpt of that documentation was available, the entry says "according to".
  • Reviews, read on Capterra (French or US site) and Trustpilot, with the platform and the review count. G2 could not be accessed, so no score here comes from G2. Trustpilot scores based on fewer than 20 reviews are left out.

These prices change often: Zendesk changed its AI billing on 18 May 2026 and Intercom now counts outcomes. Check the vendor's page before you sign. Several frequently cited tools were left out for lack of verifiable prices or reviews.

ChatGPT Business and Enterprise

Teams that want a general-purpose assistant and can go for Enterprise to store their data in Europe

ChatGPT's business offer comes in two tiers: Business, with Standard and Premium seats, and Enterprise. According to OpenAI, data from Business accounts is not used to train its models by default.

Best for

Teams that want a general-purpose assistant and can go for Enterprise to store their data in Europe.

Pricing

According to OpenAI's help center (the page could not be opened directly on 13 September 2026), a Business Standard seat costs $20 per user per month billed annually, or $25 monthly, and a Premium seat $100 or $125. Minimum 2 seats. Enterprise: no price found, see the vendor's pricing page.

Data hosting

According to OpenAI's documentation, data residency in Europe (customer content stored in Europe) is offered on Enterprise, Edu and Healthcare. Eligibility for Business could not be confirmed.

Anthropic sells Claude to businesses on two plans: Team, from 2 to 150 seats, and Enterprise, billed annually. There is also a free plan and an individual Pro plan. API usage is priced separately.

Best for

Writing and document analysis, with a fully published price list.

Team: Standard seat at $20 per month billed annually or $25 monthly, Premium seat at $100 or $125. Enterprise: $20 per seat plus a usage cost that depends on the model and the task, billed annually only. Pro: $17 per month annual or $20 monthly. Prices read on claude.com on 13 September 2026.

Data hosting

Anthropic's documentation (page dated 15 June 2026) says data from the Claude apps is stored in the US. EU data residency is only available through AWS Bedrock, Google Vertex or Microsoft Foundry, which means API usage.

Copilot Business: list price $21 per user per month, down to $18 billed annually until 31 December 2026, or $25.20 monthly. Bundles: Business Standard with Copilot at $23.50 annual or $28.20 monthly, Business Premium with Copilot at $32 or $38.40. Enterprise: $30 per user per month, paid yearly.

Data hosting

According to Microsoft's documentation, Copilot falls under the EU Data Boundary for European customers, with three exceptions: optional flex routing at peak times, web search queries, and Anthropic models.

Per user per month, excl. VAT: Starter €6.80 monthly or €6.12 annual, Standard €13.60 or €12.24, Plus €21.10, Enterprise on quote. The annual prices include a 10% introductory discount on the first 20 users for 12 months.

Data hosting

According to Google Workspace help, data regions (US or Europe) apply to Gemini inside the Workspace apps. The standalone Gemini app is not covered. Which plans include data regions was not checked.

Organisations that want their data hosted in the European Union by default.

According to Mistral's pricing page on 13 September 2026: Free, Pro at $14.99 per month, Team at $24.99 per user per month plus a $50 monthly base fee, Enterprise on quote. The page can show prices in euros, which were not recorded here.

Mistral says data is hosted in the European Union by default. Enterprise can be deployed on premises, in a private cloud, or on Mistral Cloud with data residency.

Fin (formerly Intercom)

High-volume customer support, with an AI cost tied to results

Fin is the AI agent from the company formerly called Intercom, which took the Fin name in 2026. Salesforce signed an agreement on 15 June 2026 to acquire it for about $3.6 billion; the deal is still subject to regulatory approval. The company prices it "from $0.99 per Fin outcome". An outcome counts when the customer confirms the answer worked, asks for no further help, or when Fin completes a workflow.

Best for

High-volume customer support, with an AI cost tied to results.

Pricing

Essential at $29, Advanced at $85 and Expert at $132 per seat per month (monthly or annual basis not recorded), minimum one full seat, 14-day trial with no card. Fin is added from $0.99 per outcome. No free plan.

Data hosting

Hosting in Dublin (AWS eu-west-1) is available only for new workspaces on Advanced or Expert. Billing and admin data may leave the EU. Where Fin processes data was not confirmed.

Capterra France shows 1,135 reviews according to a page excerpt (score not recorded, the page returned an error on 13 September 2026). The Trustpilot page has fewer than 20 reviews and is not used.

A free plan for 2 users exists. The monthly and annual labels on the paid prices could not be confirmed, and the price of extra credits differed between two readings: see the vendor's pricing page.

Data hosting

According to HubSpot, paid accounts can be hosted in its Frankfurt data centre, and migration is possible. Free-only accounts are assigned to the US.

Two cases need care. The Claude apps store data in the US: to keep data in the EU with Anthropic's models you need the API through AWS Bedrock, Google Vertex or Microsoft Foundry, priced in our guide to Claude API pricing. At Intercom, Dublin hosting is limited to new workspaces on Advanced or Expert.

Hosting covers only part of GDPR. You still need to decide what is sent to the model, how long conversations are kept and how people are informed. A chatbot connected to your tools also carries its own risks, such as instructions injected into messages: see our guide to AI agent security.

Budget

The cost per resolved conversation

Several customer chatbots bill AI by usage. Each vendor counts a different unit, which makes prices hard to compare line by line.

A Fin outcome counts when the customer confirms the answer, asks for no further help, or when Fin completes a workflow. Freshworks counts sessions, a unit whose definition was not checked here; beyond the 500 included, $49 per 100 works out at $0.49 per session. HubSpot counts 50 credits per resolved conversation, but the price of extra credits could not be confirmed.

To estimate a budget, take your monthly conversation volume, apply a cautious resolution rate, and add the human seats, which you still need for handed-off requests.

Regulation

AI Act: your chatbot must say it is an AI

Article 50 of the EU AI Act has applied since 2 August 2026. An AI system that interacts with people must inform them that they are dealing with an AI. The customer chatbots in this comparison are covered. Before going live, check that your chatbot's welcome message says so clearly.
