AI phone receptionist for small businesses in France (2026): real prices, legal duties and when to build one

Published prices from French offers and international platforms, read on 15 September 2026, the cost of one call minute by component, and the four rules to know: AI disclosure, call recording, voice data and cold calling.

On 15 September 2026, a ready-made AI phone receptionist in France costs €89 to €499 a month plus €0.21 to €0.30 per minute at AirAgent, €299 or €499 a month plus €0.29 per minute at Vokai, and from €0.19 per minute for Ringover's AIRO agent, all excluding VAT. Built on a platform such as Vapi, an agent costs by our calculation $0.09 to $0.15 per minute in components, before development. Since 2 August 2026, Article 50 of the EU AI Act requires telling callers they are speaking to an AI from the start. The practical rule: buy a subscription if the agent answers, books into Google Calendar and transfers; have one built if it must work inside business software with no connector or handle sensitive data.

Use cases

What an AI receptionist does, and what it leaves to people

An AI receptionist picks up, understands the request in plain language and answers with a synthetic voice. Across the offers reviewed for this guide, four tasks come up:

  • Qualify: reason for the call, contact details, urgency, and for an estate agency the property, budget or area.
  • Book: offer a slot and write it to the calendar (Google Calendar or Cal.com at AirAgent, Google Calendar or Calendly at Vokai).
  • Transfer: hand the call to a person under a rule (urgency, existing client, out-of-scope request). Bland bills transfers separately, $0.05 or $0.04 per minute depending on the plan.
  • Summarise: send a summary by email or SMS, or write it to the CRM.

The most common case in a small business is the call missed during a meeting, a viewing or a hearing. Voice agents in real estate and legal practices mostly cover that need: take the request and schedule a callback, while the file itself stays with the team.

Reading the AirAgent grid. Each plan lists a monthly fee, a per-minute price (€0.30 on Starter) and a call cap. The page does not say clearly whether any minutes are included in the fee. For 600 minutes a month on Starter, the cautious reading gives €89 + 600 × €0.30 = €269 excluding VAT. At Vokai, which includes no minutes, the same volume costs €299 + 600 × €0.29 = €473. Get written confirmation of what is billed before signing.

Automation figures. Cegedim says Vocca automates 65% to 85% of patient calls; this comes from the vendor's internal study, with no published method. Nerolia publishes no price list (quote within 48 hours); the amounts quoted online come from its own blog and are not used here.

A warning about done-for-you AI receptionist schemes. In March 2026 the US FTC settled with Air AI, sued in August 2025 for misleading small businesses: an $18 million judgment, mostly suspended, and a ban on the company and its owners marketing business opportunities. Treat income promises tied to reselling an AI receptionist with suspicion.

What one minute of a custom agent really costs

One voice agent minute stacks five costs: telephony, speech-to-text, the language model that decides the reply, text-to-speech, and the platform that runs it all. Here is the sum for an agent on Vapi taking calls on a French Twilio number.

Example for 600 minutes a month, a little under 30 minutes of calls per working day: 600 × $0.092 = $55 at the low end, 600 × $0.153 = $92 at the high end, plus $1.35 for the Twilio number. On Retell with GPT 4.1, 0.055 + 0.015 + 0.045 gives $0.115 per minute before telephony, or $69 for the same volume. On Bland Start at $0.14, $84.

These figures compare usage only. A French subscription includes the interface, configuration and support, which a custom agent replaces with development, testing and maintenance time. The language model is the most variable line: $0.0077 to $0.0452 per minute for OpenAI through Vapi, almost six times more at the top. Healthcare

Medical practices: why the phone matters so much

A DREES study published in May 2023 (Dossier no. 109, test calls made from March to September 2022) found that a patient with no risk factor had less than a one-in-two chance of getting an appointment when calling a GP.

Secretarial work is already widely outsourced. According to DREES (press release of 26 October 2022, 1,550 respondents), 84% of self-employed GPs had a secretary in 2022, 51% on site, and one in six handled it themselves. A remote phone secretariat was used by 51% of GPs under 50 against 31% of those aged 60 and over.

Two French medical calendar vendors have their own voice agent: Doctolib with its phone assistant, and Maiia (Cegedim) with Vocca built into Maiia Agenda. What to check in a demo is whether the agent writes: does it create the appointment and the contact record in your tool, or only send an email someone retypes? If your CRM has no connector, an open CRM with an API such as Twenty CRM can receive qualified calls directly.

AI Act

Telling callers they are speaking to an AI

Article 50(1) of Regulation (EU) 2024/1689 has applied since 2 August 2026; the Digital Omnibus did not delay it. It requires the provider of an AI system meant to interact with people to inform them they are dealing with an AI, unless that is obvious to a reasonably well-informed, observant and careful person. The Commission FAQ (updated 24 July 2026) says the information must be given from the start of the first interaction and reads the obvious-case exception narrowly. Fines can reach €15 million or 3% of worldwide turnover, with proportionality for SMEs.

Practical advice. A small business subscribing to an AI receptionist is the deployer; the text targets the vendor first. Yet the caller hears the business. Require a spoken line at pickup, for example: "Hello, you are speaking with the voice assistant of the practice, an artificial intelligence." This is our reading; no official text spells it out. CNIL

Recording and analysing calls: the CNIL rules

A voice agent nearly always transcribes the call, and many offers keep it. The CNIL page on listening to and recording calls at work sets these rules:

  • Allowed purposes: staff training and evaluation, service quality, proof of a contract in cases provided by law. Recording must be necessary and proportionate, neither permanent nor systematic.
  • Two-level information: a message at the start of the call (recording, purpose, right to object), then full information on the website or through a phone menu option. Callers must be able to object before the call ends.
  • Retention: recordings for 6 months at most, analysis documents for 1 year at most, unless a specific law says otherwise.

That CNIL page is dated 5 May 2009, so the rules may have been refined since. Some vendor blogs mention a CNIL framework of 2 April 2026 that we could not find on cnil.fr.

Voice as biometric data. A recorded voice only becomes biometric data under GDPR Article 9 when it is used to identify the person, for example voiceprint authentication. An agent that transcribes without recognising the speaker stays outside that regime. Access controls and transcript lifetimes are covered in our AI agent security guide.

Outbound calls

An AI agent that prospects: the law of 30 June 2025

Law no. 2025-594 of 30 June 2025 rewrote Article L223-1 of the French Consumer Code. Since 11 August 2026, a business may no longer cold-call a consumer who has not given prior consent. The Bloctel opt-out list, where consumers had to register to refuse calls, gives way to explicit opt-in.

  • Consent: free, specific, informed, unambiguous and revocable, given by a clear positive act. The business carries the burden of proof.
  • Exceptions: calls linked to a contract in progress, including offers of related or add-on products, and selling newspaper, periodical or magazine subscriptions (L223-5). The DEETS Réunion government page (7 August 2026) also mentions a callback within 5 business days after an explicit request such as a quote; we did not find this in the Légifrance text we read.
  • Hours: Monday to Friday except public holidays, 10:00 to 13:00 and 14:00 to 20:00, at most 4 calls a month per consumer. Outside those slots only at a date and time the consumer agreed to.
  • Penalties: administrative fines up to €75,000 for an individual and €375,000 for a company. Any contract signed after an unlawful call is void.

Business to business. The Consumer Code protects consumers; according to the Touitou law firm, B2B calls fall outside the new regime. We could not access the DGCCRF page to confirm it. GDPR still applies, and a business prospect must be able to object.

AI agents and automated calling systems. Article L223-7 refers to Article L34-5 of the French Postal and Electronic Communications Code: according to the CNIL (page of 10 June 2026), prospecting with an automated calling system requires the consumer's prior consent, and in B2B allows legitimate interest with a right to object. Whether a conversational AI voice agent counts as an automated calling system under that text is not settled; we found no official position. To be safe, treat it as one.

For a practice already on Doctolib or Maiia, the calendar vendor's own assistant is usually the simplest option, since we found no public Doctolib API for third-party agents. For an agency or business whose phone line must feed a CRM and business software, a custom agent pays off sooner. The approach is described on our custom AI agent page.

Five questions to get answered in writing, whichever you choose:

  1. Which minutes are billed: all of them, or only above a quota?
  2. What line announces the AI at pickup, and can we change it?
  3. Where are recordings and transcripts stored, and for how long?
  4. Which subprocessors handle the voice (transcription, model, speech), and in which countries?
  5. Does the agent write to the calendar and CRM, or only send a summary?
